Default When to upgrade electrical system.

If a guy wanted to add a couple of running lights up front and put in an outlet to power an electrical jacket and pants for winter warmth, would that require an upgrade of the electrical system? The only thing I know about electricity is that when I flip the switch and the light don't come on I gotta change the bulb, after that I call an electrician!

What model/year bike you're talking about?

Generally speaking, most H-D models have a 32 AMP electrical system.
Here's how to calculate your power consumption:

volt X amp = watt
12 X 32 = 384 watt

With a 32 amp system you will be good not exceeding 12 X 32 = 384 watt of total power consumption.

Headlight takes 55 watt
Running lights take 5 watt each
Directional lights take 21 watt each
Brake light takes 21 watt
Rear light takes 5 watt
Etc.

You are proposing to add two extras, lights and heated jacket outlet. The cautious way would be to install one or two relays, plus fused supply to each addition, switched from the ignition switch. The power is carried via additional wiring, so no power is added to the stock wiring. Use auto light relays, available from any auto store, which should come with installation instructions. FXD has covered ensuring the system has spare capacity.
