From the pic, you say 0.012 makes noise. Where did that number come from?
Based on the HD spec of 0.003 difference in stem protrusion, there shouldn't be an issue then?
Probably 0.015 or more will make bad noise, not .012.
Exhaust valve clearances of adjustable valves have highest .014 specs. They make minor noise.
You will not hear .003 valve clearance. Nobody can predict what will happen to M8 engine valves after 50k miles.

So what causes the rattle at 0.014? Is this reference to a motor with hydraulic lifters? Do you think that the 0.003 on one valve can grow to 0.012 thile the other stays the same? IME if a valve beats itself into the seat 0.010 more then another it's pretty much shot.
BTW, As I mention in another post, simply make the pick up and set-down ramps bigger / longer to accommodate the variance in stem lengths.
