IMHO dropping one tooth won't give much improvement. On my older bike I dropped two teeth, from 32T to 30T, but that did require a shorter belt. With 30T your revs will rise from say 2,500rpm to 2,500 x 32/30 = 2,666rpm, whereas with a 31T the revs will only rise to 2,500 *32/31 = 2,580rpm.
