It could be but like you say usually goes away at different RPMs or when you whack the throttle. If it's constant with RPMs it's likely valve train. Heck maybe even those Rocker Locker thingies might work.
Rocker Lockers were installed.
Valve train issue has been ruled out. New valves, valve guides and springs were installed.
Rocker arms were inspected. No extra play.
Has Screaming Eagle high flow cone air cleaner. Do I need to get rid of it, to at least do away with the reversion?
As for the ticking, I can't figure out where it is coming from, even with a stethoscope, but I am sure it is on the right side (carburetor side), but it is not the carburetor slide.
I also have a 2006 Heritage Classic. It purrs like a sewing machine. Not a click nor a clack. The Springer and the Classic are two different machines. So no, I do not believe in the notion that "they all do that."

Also the rocker may be hitting the inside of the rocker covers. They have to be 'relieved' (ground out for clearance).
You may be able to pinpoint it if you run it with the rocker covers removed.
