Default Good dependable engine builder in Virginia ?

Does anyone have or know of a good engine builder in Virginia, preferably near the Richmond area. Looking to do a 124 build on a 107, nothing extreme. just very dependable cooler running torque for touring on my 2017 Road Glide. Thank you.
