You can be sure it was in place in the beginning or you would have noticed a very soggy right boot ever time you rode.

Thanks all. Yes, I guess it fell down when cutting the pushrods, and it would have been leaking oil if it was down there before that. Now it is straightened out.

It's not really that hard. If the O ring was loose when someone cut push rod pushed the oring through the hole while pulling or working the parts.

What matters is that it is reassembled properly.
