Bike makes steel on steel clank when trying to start is it low battery or bad starter

We can`t tell you what condition your battery is in...

How old is it? You can have it checked at an Auto Zone parts store, or similar auto parts store.

Caution: Disconnect the battery before doing any work.

Make sure all electrical connections are clean and secure.

A single loud metallic sounding click from the starter, when the button is pushed, usually indicates that the contacts inside the starter solenoid are not making good contact.

A rapid clicking sound while holding the starter button in usually means the starter is not getting enough power, usually caused by a weak battery or poor electrical connections.

You can remove the cover from the end of the solenoid and see the contacts (remember to disconnect the battery first, even before you remove the chrome starter cover).

You can get a solenoid rebuild kit from a Harley dealer, but you can get the same parts for much less coin from any starter/generator/alternator repair shop.

A starter shop can also rebuild your entire starter for way less money than it would cost for a new starter from Harley.

These starters are common automotive units, any decent starter shop will be very familiar with them and have parts in stock.
