Unknown problem
Iv got a 2004 Twin Cam 88 Dyna and recently out of the blue it started making this whining noise. Thepitch of thbe whine follows the RPMs. The bike is otherwise perfect, other than the noise iv noticed no running or performance issues. I also noticed some silvery streaks in the oil when i changed it the other day. Any thoughts????

What kind of oil. I suggest you send a sample for analysis. The analysis can find out what metal has spiked which lead to where you should start.
Maybe riding it is a bad idea. Streaks of metal in oil is usually very bad.
Have you checked the tensioners. That may explain the increase in sound. If you are mechanically inclined you can check the cam chain tensioners yourself. Look on the primary too

I agree. Open the cam chest and check both inner and outer tensioners. Usually inner comes apart first. Also would suggest checking primary chain as well like Shredding rubber suggested.
