Have one lifter that bleeds down over night. Pumps right up on start up, is this something to be concerned about?

Depends on how many miles are on the lifters, and which lifters you have.
If you have HD -A or -C lifters consider replacing them.

Biggest fear with a lifter is them shedding the roller's needle bearings, which basically creates a hailstorm in the cam chest. That's never a good time when that happens.
Beaucoup' reported cases of just that with the HD "C" lifter, mostly in the CVO 110"ers.

That's not an issue, in and of itself, in fact, it may be a different lifter each time depending on which one(s) are loaded when the engine stops rotating.

You should be OK with Gatermans with only 7000 mi. I wouldn't be too concerned with the bleed down.

If it bothers you, replace the lifter.
