Default 95 Electra glide overheating

Hi folks this is my first post on the forum hoping for some good advice. Im working on a buddy's 95 Electra Glide, the rear cylinder is running noticeably hotter than the front cylinder, to the point that it keeps burning the intake gaskets. He has had the top end rebuilt at a independent shop to try to fix it but no luck. Also the idle is so low it almost will stall im not sure if this is related to the problem or if it just needs a hot cold idle adjustment. any advice would be greatly appreciated thank you.

Engine temp/low idle could be timing related, ie, retarded timing.
I'd start there.
