Vented Gas Cap???

I know when mine my vent was clogged it was forcing fuel up out of the cap seal. Check your vent line and make sure it isn't restricted. Mine went under the seat and the aftermarket seat was pinching. it.

EPA restricts the release of "vapors" into the atmosphere.
Therefore your fuel cap prevents gas vapors going out of the tank, but allows air into the tank when engine is running, a simple reed valve type system, you can demolish the system and cause no harm to come to your bike or engine.
Pressure builds up when you shut down ie: to refuel and the heat off of the engine causes the fuel to expand and build pressure.
This is what the carbon filter canister is for on most vehicles. Maybe yours was set-up for California and then sent somewhere else so they removed the canister and plugged the line. Or you have a canister and that vent is plugged.
