I'd bench test it while it's off. Rig up something to fill and drain it to see if the float is sticking. Maybe you can use your vinegar to avoid soaking the area with gas. I've done this with small engine carbs many times it beats tearing it down again and takes almost no time
I was going to do that but I don't think it's necessary... it's pretty obvious it's sticking. Strange thing is I cleaned it out real well not too long ago when I was playing with the jetting again.

Unless there is a burr or something jamming it up, a good cleaning should take care of it, but I will test it anyways.
