Everything is working (grounded) but the turn signals.

How can I "Ohm Out" the wire if it is broken or disconnected between the two ends?

Ohming it out will tell you if it is broken in the middle of the room.
Granted that is kinda hard but I'll ask you a counter question.
How will you replace a wire in a loom that is broken inside the loom?

When I said ohm it out I was figuring the problem would be at the connection to the frame.

I didn't know I had a flasher. I assumed the Turn Signal Module did that. I see no flasher on the bike or the schematic.

Where is it?

My mistake then, I thought I replaced one on my 88' FLHTC but could just be bad memory. Thanks

The 88 flh had a flasher and a turn signal canceler up until about 92 or so the hd went with the tsm.
