There is no accelerator pump adjustment on that POS carb. The circuit might be plugged up or the diaphragm bad or something else going on there, but no adjustments. Also check for a vacuum leak.
The correct fix is to remove the Keihin butterfly carb and sell it for scrap aluminum at the recycler. Take the $.50 you get from that, add more money and buy a good carb like an S&S or a CV.

It costs more but I would go with the S&S myself.
