just finally got back on a hog... picked up a '91 FLHP. Nice bike, mostly stock (I even got the front red's and radio box), but has a few minor issues (gas gauge sticks, front turn signals don't flash but markers light, throttle grip seems to catch occasionally, and carb probably needs a rebuild..) - scored a complete (pivot cover/peg bracket/iso peg) set on ebay for $39
- and by the way, in trying to locate parts, why do the '91 FLH's seem not to exist? had a hell of a time... especially when I tried to search specifically for the FLHP....

As for the suction from the gas tank, I would check to make sure that the vent line is clear. There are 2 lines, 1 is a drain if you spill gas on the dash, and the other should be the vent for the tank.
Good Luck with the bike. I have a '94 FLHTP (all white and stock) that I bought new off the dealer's floor 21 years ago. I mostly use it a my backup bike when my other bike has been in for repairs. I still enjoy it and it still runs real nice (73,000 miles). It looks very much like yours.
First step is get the tank venting. Try another cap and make sure the vent line is clear. If it wasn't ridden much, a carb cleaning and replace the gaskets would be a good idea.
Most of your parts are the same as the 91 FLHTC. The Moco parts book is part no. 99450-92. It will cover all of the FLT, FXR, Softail, and Dyna variants. The FLT column will have notes as to which models and years the part in question fits. Sounds confusing until you look at it. (Looking for FLH is probably why you get no hits. No such creature - officially). Then get the police supplement as well. don't have that number offhand. Having that will tell you where your police specific parts are. It won't be much, just the obvious "cop stuff" mostly.
You can also use any number of online parts sites. Look up 91 Touring, FLHTC for most of your parts.

This one didn't have a Police specific page for the 91 (though it does for the FXR Police), but one of the others may.
