A donated bolt after the original was lost in the grass after midnight before a run back to the clubhouse was the culprit. The tire wasn't ruined, and I think it concentrated the rooster tail in the rain.

Update to OP:

Today I went to

Home Depot
Princess auto
Parts zone
Canadian tire

None of them have it (welcome to Canada folks)

The one place that did have it said they don't sell to public.

I actually drilled out a stripped bolt on the part that holds the brake lever down on the bars ..so I am in need of 2 bolts..

I don't know why the url came out like that but if you highlight the whole thing then left click on it then choose goto on the drop down window then it will still work.

It does not work but I also went to a bolt supplier in Oshawa and that's the had they said they don't sell to public.. I will keep searching. I am sure I will find

If you go to an auto part, walmart or whatever.
Look at license plate bolts.
The ones with a nut and bolt should be 1/4 by 20.
They sell license plate kits with security features and a special key/wrench.
Some are a security torx with an included wrench while others are special types of bolts.
google : Auto Drive Anti-Theft Fastener
Or look at your own license plate to check what you have.
