Yeah, it's gonna take some fabrication. Not too bad, but a bit. I like to use stainless because when you're done, a little wire wheel work and it looks like chrome and you don't have to paint it. I suggest finding a windshield that you like, hold it up there and start making brackets. Make patterns out of cardboard first, then transfer to metal, cut and bend.

I would guess that the setup from a FLHS would just bolt on to your bike:

Get in contact with a few of the Harley salvage yards and see what they have. You can still get the Lexan windshield from Rifle. I'm about to order one for mine.

wrnorth -- that's the same setup on my '80 FLT and I made my brackets and cut the square opening on the windshield to just in front of the dash
same dash only difference is you have a chrome cowl

Everything there is straight FLHS, instruments and headlamp housing plus the black parts. I've never seen a chrome h/l housing, which onto glass-fibre must take some trickery! An FLHS windshield bolt fit straight on, whereas an earlier shovel windshield won't. While mine was new I found the windshield was too high and modified the things to lower it a little, so I could look over the top with ease.

Naw... Just Money. The MoCo offered a chrome nacelle as an accessory. Part# 67680-93 For the 93's. Part# 67680-91 for 87-92 FLHS and FLHT. $199.95. Mine has been on the bike since new in 1993 (dealer installed before delivery).

OP: It also appears that a previous owner stripped off the driving lights/turn signal bracket. Those are easier to come by (used) than the FLHS windshield brackets. The MoCo used that same driving/turn bracket for decades.

The part number from my 1993 Accessory book, for the actual chrome windshield brackets is 58069-93 which fit 87-92 FLHS and 83-92 FLHTP. That part number is for the set (L/R). And it would also fit my 93 FLHS. The FPM breaks them down to L - 58067-93 and R - 58068-93

There is no part number for the entire windshield assembly. Only numbers for individual parts. And there are a lot of individual parts.

On a side note, The MoCo did offer (as an accessory) a bolt on batwing style fairing. Part# 58374-91VD (vivid black - other colors available) fits 90-93 FLHS. It was $353.95 back then. But you also needed the windshield and hardware kit. Part# 58-15691 (fits 89-93 FLHS). That added another $189.95 to the tab.
