CV carb running lean?

I replaced the maifold rubbers etc...
I fitted 48/195 jets, as per Spanners suggestion as a starting point, and replaced all the gaskets / seals / needle etc. These are probably slightly on the large size, so I was expecting the sparkplugs to be good to black.
I have a Yost idle mixture screw, and they recommend turning it out 2 1/2 turns as a starting point for my bike.
The spark plug comes out white.
I adjusted the mixture screw out a further half turn with no effect.....and a further half turn with no effect.
I would have thought the idle jet is unlikely to be blocked, however I will check.
Are there any airways or anything else i should check while I have the carb off again?
Any other suggestions?

I checked the intake for leaks....to no avail.
Took the carb off again, and even though the carb had been cleaned and the jets replaced, the idle jet was blocked!
Working OK now.
