I had a pulley ring come off some years ago and messed about with it, but eventually gave up and bought a secondhand replacement. If anything the belt normally rubs against the outer fixed flange, not the rivetted one, which is why the design is normally fine. If your belt is rubbing against the wrong flange then check wheel alignment, which can change how the belt tracks on the pulleys.

Default Belt issue

Now I'm certainly no expert so I hope you excuse my ignorance if this sounds kinda off, but if rear wheel is aligned using the guide tool or one home made, as in the FSM, then is it not possible the belt misalignment could be due to the swing arm out of alignment? As in aligned with top dogbone alignment adj between jugs just under the tank?

The swingarm is attached to the rear of the trans/engine unit, which when doing a complete vehicle alignment is done first, then the rear wheel is adjusted in the swingarm relative to the front wheel. The swingarm itself cannot alter the belt alignment, as the s/a and tranny are united as one. Hope that makes sense!
