Its from no throttle to some throttle under load that the long hesitation issue shows itself.
I'll say it again: I had the exact same issue with my 89 when I first got it. The solution was to replace the carb and manifold. I chose a (used, cheap) CV, but S&S or Mikuni are valid options as well. 89 was the last year for that butterfly carb for good reason.
Great find! If I owned that machine I'd **** can that carb and as the OP said, replace with an S&S. The Super E model would be a nice choice and great performance improvement over that Keihan. If your a 'purist' and want all original good luck deep cleaning. I never had much luck douching and rebuilding butterflies.

Post '89 CV, which I guess is only available used, but worth a search, or S&S E, which here is about $800 dollars equiv. new. I will do some research.
What does the team think is the best manifold direction to take, the compliance fittings are clearly not well thought of. The 1200 page parts book I have is not that helpful.

If you go with the S&S E (best option and worth every penny IMO) you will get a new manifold with the carb and the carb will bolt directly to the intake manifold.
In what way do do you find the parts book not helpful??

I admit I would try a last attempt at the Keihin if I could get the Andrews accelerator pump improvement kit, but it seems to be discontinued.
