Don't forget to inspect the vac hose for the voes,if you're not running one ,make sure it is capped with a tight rubber cap. You'll love this carb when you get it set.

Default Rubber cap

rubber cap is good. I'm sure the carb is seated properly in the intake manifold. I got a rebuild kit in the way. I'll try to track down some intake manifolds while I'm in there. I sprayed carb cleaner around those areas no difference. The air mixture screw seems to make it better/worse. I'm at 2 turns out right now which I'm assuming is factory setting. After about one min of idling it'll speed up slightly for a couple seconds then go back to what I like to call galloping. So I think it's leaning out slightly? Causing it to speed up? If I go in on the screw that fattens it up or leans it out? I know if I go too far in it will kill the motor. And all the way out just makes it run rough?

Does it do that when whether the motor is hot or cold or only when the motor is cold?
That loping idle is way too low.

It does it hot or cold. I raised the idle a little bit and seemed to help.

You need to raise it more.
The idle I'm hearing in that video is way low.

At a guess the idle in the video is around 500 on the low end and it revs up to around 700 at the high end.
Your idle should be about 1000 rpms.

That poor motor is crying in pain being forced to idle that low.

Agreed.

Raise idle to 1000 rpm when warm, then report back.

EVO's can idle at 800rpm, and be happy. Mine did for 21 years (and 2 carb rebuilds!)
