Default Help with Starter Bolt

Bike is a 1996 Road King ... need to remove the inner primary to replace seals, I have a FSM ... I am able to get the rear starter bolt loose ... the front is another story, it is very tight and does not want to budge ...

any suggestions on how to get it loose ... I have not tried heat or soaking it with WD yet ... I did try an impact wrench with no luck

never seize the threads going back in, for some reason water like to weld the 2 allens in place - we run a touch on the allen head as well
