For those with Dyna"s, I find two of these make life simple....

Spacer not shim.
Other than that yes shortening up the spacer will help.
Do it in very small increments so you don't over shorten.
Three thousandths or so at a shot.

If this is on your 86 the spacer will be attached to the speedo drive gear.
