Woah there! Have you any idea just what energy goes into your brakes when you apply them? The hole in the centre of the rotors (and rear pulley) centres and locates them, the bolts simply hold the darned things on. Be wise and use a suitable spacer, there's a good chap!

Ok, I can see your concerns, but you do realize the only allowable movement is based on how much free space there is between each bolt and the rotor, correct? It's virtually impossible to move the rotor, rotationally or otherwise, past the allowable space around all 5 of the rotor bolts. I guarantee that's a hell of a lot less than the 1/8" of play that $10 spacer assumes.
Last time I put the bolts through the rotor they were a VERY slim fit with hardly any play at all. I also rotate the rotor that last thousandth of an inch before I torque them down so when the brakes are applied all 5 bolts are already in contact with the rotor so there won't be any movement possible.
