88 FXRS electrical problem new battery new ignition switch, power to 30 Amp breaker, with key in off position still shows 12 volts to ignition side? nothing works, no start no lights, any suggestions?
!2v means virtually Nothing... 12.6 to 12.8 is Good...
also... the ground side is at least as important, if not more than, the "hot" side...
12.74 volts was told the battery was hooked up incorrectly prior to the issue. Battery was replaced by a new one. Should I have 12.74 v at the 15 amp circuit with the key in the off position?
Ignition switch..like a boat anchor, not worth a crap if not tied on correctly. Pay someone to fix it if you are not experienced. Or get a Harley service manual and electrical diagnostic manual. Unhook battery. Then carefully trace wires and understand it before doing anything else. Some non OEM generic ignition switches are very confusing.

I dunno how your bike is supposed to be wired, but this is how my FLHT is wired:
Which shows the other three breakers (ignition, lights and accessories) being fed off the switch. One 15 amp breaker is fed directly from the 30 amp. Look at the schematic for your bike. It is probably the same.
From an online source, this should be the stock wiring diagram for an '88 FXRS.
The large black cable from the + battery terminal should go to the long post of the solenoid.
The red wire from the + battery post should go to the input (usually copper post) of the main circuit breaker. From the output of the main breaker, a wire goes to the voltage regulator. Another wire goes to the "B" terminal of the ignition switch.
The only time any of the other circuit breakers should have power to them is if the ignition switch is turned to the "On" position
