12.74 volts was told the battery was hooked up incorrectly prior to the issue. Battery was replaced by a new one.

It sounds like something is still hooked up incorrectly, since you have the ignition switch disconnected and the 15-amp circuit breakers are still getting power to them somehow.
You'll have to do as Ripsaw suggested---get a wiring diagram, start at the + terminal of the battery, and verify the wires go to where they should go, and there are no extra wires installed that shouldn't be there.
