There have been a few times on the internet that i have read of someone welding a piece of metal on the swingarm in order to repair area.
Mostly top and bottom but the one in earlier link looks like they went further with a side support weld.
Basically looks like what the factory could have done during production.
That looks like a viable and cost effective solution if combine with some solid block axle adjusters inside box swingarm in place of the factory lollypops.
Then maybe someone offers a thicker washer with an inside bump to help distribute load in that oval adjustment axle window.
When someone tightens the axle nut it might reduce crush load even more.
Something simple, maybe the same or thicker stock washer with a spot weld about 0.25 inch to the left and right of axle hole in washer.
Shaped to fit adjustment window and just as thick/deep as square box swingarm tube metal.
For a visual just imagine cutting a rod the same diameter of axle to get a coin.
Then cutting that coin in half .
Then welding those two halves to back of axle washer.
For a better visual:
Maybe something like the washer in this link but at a better price point.

This other fellow makes something for other models but it would be too large for a touring swingarm due to shock mount placement.
Basically the washer behind axle nut can not extend beyond an additional 0.5 inches of additional factory total diameter or adjustment area will become diminished due to shock mount location.
Looks like a quality product but maybe something simpler would work.

Thanks IM, some interesting stuff there. Too bad HD did not incorporate some of those.
Welding may become an option.

Not to be an *** but have you checked with local Indy shops? Maybe a place that does trike conversions?

'96 is the last of that particular FL frame era. The '97 is/was the replacement frame that stuck around through 2007.. (Sit on a 96 and you're sitting up high. You sit much lower on '97 and later frame.) It would not surprise me that the swing arms would not be interchangeable.

I have a 2007 s/a in my 1990 Glide!

Beemervet, the later stronger s/a was introduced in 2002, a 2001 is the last of the older variety like our Evos have.

Thanks Graham, if it was my bike, I would be upgrading. The decision has been made to replace with another one just like his but weld plates top and bottom as reinforcements.
Damn hard-headed old hillbilly!

If it's the 47549-02a which looks like a nice solid upgrade, there's plenty on eBay for $100 plus shipping..
