Update... I looked at my 93/94 FPM and the drawing showed a bolt/lockwasher that holds the turn signal bar to the fender. Not being convinced of this, I removed the remaining bolt to see. It was a large serrated flanged head bolt. 5/16-18 1/2". The hole punched through the fender is a lot larger, and a traditional bolt/lock washer combo would be really tough to make work. So.... Off to the stealership in hopes that The MoCo still had that part available. And yes it is. The FPM has the correct part number: 3576. The drawing isn't correct in what is showing. But the part is the replacement. Although now made in Taiwan, it's similar to the OEM part (which I was told was US made). Harley proprietary bolt, as the flange area is much larger than what a normal flanged head bolt would be. The stealer only had one (I was going to replace both), but I only needed the one. $1.05 (tax included) a piece. They did say it was a part that could be ordered still.

A little cleaning of the area, a good coat of wax under the turn signal bar, blue loctite, and some acrobatics on the garage floor, I got it installed again.
After a quick wash, some Vivid Black touch-up paint on the scratch, and short ride through the neighborhood: No new rattles detected.
