Had a similar issue with my Dyna Evo. There is a pulley the throttle cable turns 90 degrees on just before the carb. The bolt that secures it had come loose and allowed the pully to move resulting in lost tension and a reduced WOT.
Nope all it will do is starve the motor at higher speeds.

If our Bike is too lean... for any reason... it "pops" not coughs like low RPM at throttle application... I mean at Higher RPM's

All I can tell you is my experience with a Super E.
I tried a 68 main and the bike ran fine but starved out around 70mph.
No popping at all just no acceleration past 70.

I'll bet it did bog down though as you opened the throttle more to go faster in 5th gear...
I believe the term is called (fell flat on it's face)....

My 97 EG did fine running 70mphand could pass ok. When they jumped the speed limit to 75 and 80 mph around here.
It would run about 5 -6 mi and fall on it's face from time to time.
Found the float level had been set to low the season before. It was running the bowl dry
Fuel delivery issue, enough to run lower RPM ranges ok but chokes off at higher draw. I'd start with pulling the petcock and checking the screen, do an intake leak test , then screw with the carb in that order.
Never just rip into a carb that was working before stupid started.....
I ran into this, do a compression test on it, mine would idle fine but would not go over 70mph, found low compression on one cylinder, took apart found a broken ring

I had an intake gasket leak did the exact same thing. If you're taking the carburetor off, it probably wouldn't hurt to change those intake gaskets as well.

Pretty sure those petcox had a vacuum actuated valve. (At least the 1995's did.) Check to see if you have a vacuum leak to the diaphragm. (They were very problematic back in the late 1990's.) So much so, that the MOCO issued a recall...
