Default speedometer ??

my 99 fatboy, on the face of the speedometer you can see the word pursuit but it never lights up no matter what lights i use. is this on every speedometer and i have never noticed it?

1999 should be a factory plug and play speedometer.
Rather easy to replace with same model years.
The speedometers of that era (from 1999 to about 2003) store odometer miles in the actual speedometer.
If the speedometer is transferred or replaced with new unit then odometer will read what is inside the replacement unit not what the bike has driven unless it was calibrated.
The 5 inch speedometers were used in multiple models that had fuel tank mounted speedometers.
So a Road King and a softail could use the same speedometer.
Your speedometer should have a sticker on the back with factory part number that might help you in identification/research.
For example if you have a fatboy then perhaps the unit was originally designed for a Road King but the unit was used for your bike instead.
If unit was dealer replaced then you might see a sticker that reads recalibrated.
The pursuit light should not turn ON unless the 10-12 wire plug pin from wire harness on back is energized for that function.

You might want to ask this over in the Softail section. The speedo changed in 99 and was used till 2003, I Believe.. Maybe longer..
