Default FXR Shifting Problem

I have a 1984 FXRT and while riding, when I come to a stop I cant get the bike into neutral or first gear?
I got the bike home and when in the garage with the engine off I can sometimes get it into first and sometimes not.

Any ideas?
Thanks.

Check the lever on the transmission for loose or broken pinch bolt. Yes you can get to it (to tighten) without pulling the primary off.

True. With the engine off I need to rock the rear wheel back and forth to get it to shift into neutral or first..
