My 99 Fatboy had the vacuum operated petcock w/ the kehein carb. I just cleaned and replaced gaskets on the carb and put a new air cleaner.
My question is... the vacuum hose runs from the petcock to the T connection. From the T to the carb. The third line from the T is what I can't find a connection for. If I plug it the bike starts. If I leave it open the bike will not.
Does anyone know where the third line goes? There's no info in the service manual about it.

Ok. I may have jumped the gun. It appears that there are actually two T connections. Both circled. The first one (blue ljne) runs into what I think is the VOES. The second one (red line) currently runs back behind the engine. That's the one that I can't find a connection for.
Am I just going about this all wrong?
While I'm not familiar with your exact motor, I believe it has only the vacuum petcock and VOES. You should therefore have a line from the carb (or intake manifold) to a T and from the T, 2 lines, one to the VOES and one to the petcock, which you should replace with a Pingle anyway. Who knows what a DPO did to the vacuum system.
I think you have the hoses mixed up, one T, vacuum from carb or intake manifold, petcock and voes switch, the other T I think is suppose to be vent hoses, maybe trans vent, your bike has a gas tank vent hose, I don't know why that they may have the vents T together, but I've seen stranger things
Just take one of the Ts and run a hose from the T to carb, from T to petcock, from T to VOES switch, leave the rest of the hoses, and the bike should run, like I said I think the other hoses are vents
I thought the last hose was a vent as well but the only way I can get the motor to turn over is to plug it.
it's hard to see in the picture but the two T's are connected to each other..
There was/is an aftermarket air filter that has a butterfly mechanism that opens with vacuum. It's just a gadget/gizmo. I wonder if it was there before you bought the bike and the previous owner just took it off and plugged 9or did not plug) the vacuum line.
