ok I corected my wright in post # 3. the **** will not turn to the lock pos. I have lubed it and pushing down on it the **** turns to the acc and run pos just won't turn to the lock pos.

At the end his **** won't go to lock. If I'm understanding you correctly your is doing the same thing
ok one more time it will not turn to the loc pos the vido had it stuck in the lock pos where the button can be pushed in to release if it's not in the lock pos the button won't drop down to repease. I'm sorry but I'm getting aggravated it's been this way for a few years just never mess'ed with it.because I didn't need to I guess. but now I need to I guess I'll just cut it apart and get a new one.

Ummm If the release button is not dropped down that certainly adds to the mess.

Ok I'm stumped right now .
Most of us here don't want to tell someone to go ahead and cut it apart without exhausting all other avenues of repair.
I would strip it all down to where I could see what was going on and try to figger out why it wont turn that way. It's been a few years, OK, decades, since I messed with the lock on mine. The problem I had was that it would not actually lock the forks. I traced it down to a plastic sleeve piece that was popped up out of the hole, mostly, and the length of the actual locking bolt was just a tad short. Once it's stripped down, you might see that part of the mechanism is jammed, like the spring or whatever, and you might be able to fiddle with it and get it working one more time. Also, I suppose it's possible that the locking bolt is frozen, and some penetrating oil on that might get it moving. You can't get to that from the top/outside.
Those lock components are pretty much unobtainium, from what I've been reading, so if you're going to destroy what you have, have the replacement one in hand first.
