While Handlebars are turned full LEFT...PULL back towards rear tire hard just on the left handlebar grip and HOLD while pulling.
Then while pulling the handlebar grip try turning the key lock.
Reason:
Sometimes the rubber doughnut/ foam rubber/ fork stop rubber ring thing (pick a name)... gets hard and does not allow lock to set or gets it stuck.
AND
If for some reason somebody worked on front end of the bike and spun the ring around the indent/crease created after many years then it will not be on lock side and it WILL push handlebar away just enough to present a problem.
