With progressive's, in my case 412's, the spring rate, heavy duty or standard is a big difference. You have to get the right one for your weight on the bike. I weight with my gear around 230 or so and my wife rides only occasionally so I thought that was close enough that I should use the HD version. So that's what I ordered. Installed on the bike and even at the lowest setting they were too harsh. So I returned them and got a standard set. Night and day difference. Now if I'm running solo I keep them on the lowest setting and if my wife goes for a ride I bump them up 1 notch. They are much better than my stock air ride suspension was. Yes there are better shocks out there for a price, but these do what I require.
I had an 08 Softail and just used the stock shocks they worked but due to the short suspension travel the bike was never as comfortable as my old electra glide is, even with the progressives.
