I think it's pretty apparent that it's been registered before so transferring a registration should not be an issue... He shouldn't have much of a problem... As long as it's not registered a salvage...

Dunno about Salvage title...around here it is only a big deal to insurance companies...Sometimes a discouragement...sometimes...Not

It's Texas titled,there were several of the now defunct kit bike builders in Texas that era, probably one of theirs and the the DMV was clueless about the paperwork. Some states were pretty lax about it in the early days.
