My bike is an '87 Softail, and I want to build a custom oil tank.
My concers is that, even I clean the new tank as best I can, there may be some metal filings or dirt left in the new tank (due to welding, grinding...).
What are the chances of these metal filings or dirt getting into the engine? as the oil filter is placed on the return line.

No, passes thru the oil pump to the lower engine port (splits) to the tappet filter. There is zero filtration to the crank bearings.
People have been building custom tanks for Harley bikes and others for 75 years or longer. No reason you can't.

The oil passes through the tappet oil screen on the way to the tappets only. It doesn't supply the oil to the lower end. If you contaminate the oiling system with welding slag, abrasive dust and whatever else, you will be rebuilding your engine.
