HD changed up which motors got the black and which stayed bare. Some call it silver, some call it blonde, just does not have the black. In general the lower models did not have the chrome or black paint, think Super Glide or Softail Standard. Later Electra Glide Standard also came out silver. Sportsters the 883 was silver, but my 1991 1200 has black cylinders and heads but silver cases. My 2005 Road Glide had all silver but with chrome.
Must have been a cheap way for them to differentiate between models.

My last 98 Wide Glide has the blank and chrome Evo.
New (to me) 98 WG has silver Evo.
Could have been rebuilt the previous owner, and silver jugs and heads added. Who knows? New 98 FXDWG Old 98 FXDWG
The way I remember the early evo motors, the base model motor was unfinished silver or natural. The upgraded models got the fancy black and chrome motors. For example FXR vs FXRS or FXLR later on. The fatboy was special, with a silver motor and yellow middle rocker cover.
