Ive had a couple FXRs over the years that did the same thing. Push the start button on the bars and there was a slight delay. Nothing significant but just long enough to start to wonder if there was a problem and then boom it would turn over. Never really corrected it, Ive seen plenty of other bikes, usually EVO era, do it as well so never bothered me enough to dive into it.
I did have motor years ago with most likely a little too much compression and the Ultima "High TQ 2.blah blah" starter would struggle to turn it over when hot. But that was solved by spending the extra money on a Spykes high tq start and it spun it over no issues.
Ive heard of a lot of incorrectly done battery load tests done by auto parts stores. As was suggested in a post above, starting with a full battery (min 12.5v) the voltage reading at the battery during cranking shouldnt drop below 9.6. Personally I would trust this test more than a battery test done by most parts stores.
There are of course many people working at parts stores that are competent in doing a battery test, I just would trust my own shade tree test more than taking it to any random store.
This is my thought process also.
As indicated the key is to confirm that battery is fully charged first.
It is easy & effective with a cheap meter.

Didn't read through all of this so if it hasn't been mentioned, any time an electrical related issue rears up particularly on the Evo and later machines with black box's start pulling & cleaning ground wires, the small gauge to frame on components in particular. Even tight there's enough of a natural corrosion layer builds up between dissimilar metals it can hink things a bit.
