Delay starting

Remove front fairing, find the right hand control harness connector, unplug it, make sure it's in neutral, turn ignition switch on, jump from the grey wire (power from ignition fuse) to the black/red (activates the starter relay), if the starter does not delay, the problem is in the right hand control harness or switches.

I turn key switch on with off/run switch in run position. I can press the starter button dozens of times, nothing happens. If I flip the off/run switch to off (leave key on) and press the starter button the dash lights will dim/flash. I either hold start button down or press a few times until the dash lights stay solid when starter button is pressed. Then I can flip the off/run switch back to run and the starter will work when I press the button. Sounds crazy but I was able to recreate this 100% of the time. After I press the starter button if I let off before the bike starts, or turn key off/on, I have to start the whole process over again with the off/run switch and holding down starter button. Seems very strange but the only thing I changed before this started happening was removing the cb and comm control on dash, unplugged/removed associated wiring harness and the original head unit and replaced with an aftermarket head unit. I am wondering if maybe the battery is getting drained down a bit by the memory feature of the radio, but battery tested at 12.7 when this was happening. No voltage at all goes to the solenoid wire until I do the process above. I view it as a sort of anti-theft situation for now but will keep trying to figure it out. Probably first step is leave (new a couple months ago) battery on the charger/tender overnight to make sure it is fully charged and see if this still happens.
