The year changes are due to changes in parts added or not used on different years. I took a Fender from a 1989 Ultra and put it on my 2009 Road Glide. I did this so I could have the chrome and Fender tip light.

One way to be sure is to go to eBay, but a used fender that is cheap and test fit before you shell out big bucks.

I put a Heritage front fender on the rear of my Heritage (no holes so I had to drill them). I want a tail dragger look that matched the front fender look.

The fender strut for the rear will cover any un-used or re-drilled holes anyways, GO FOR IT.
