If it's rubbing onyly on one spot and not the whole way around then it's probably a bent wheel or the tire isn't seated correctly or broken cords. That is if everything else is as it should be.

well i turned that spacer so it goes into the bearing... but was still hitting... but not as bad....so i put on my old wheel...and it is ok... does not hit...but it does have a dent to it...so i am thinking... am i missing some of the shims that go inside by the bearing? Hmm or could it be the tire size... they both are the same make and size but the newer one has a white-wall...
well i check the tire width and they are the same.... so i am thinking i am missing something in the bearing stack...like i said i got this wheel used and it had the bearings in it.....time to take them out and see what is going on...
Get the front wheel off of the ground and spin it, then look for a "wobble". If the bearing stack was off it should rub all the way around, not just in one spot.

well i dont have a wobble with my new wheel... and this one rubs...most of it...like i said i did put on my old wheel and it is ok....when i get home(i am a field service tech) this weekend i am going to pull the bearings.....any tricks? it sucks as i just have one day a week to work on my bikes....
well i pulled the old bearings and it did not have the shims in the right place. so i put in new bearings and race... got the shims in the right place... got the end play at .005....and well it still rubs but just a little....one thing... the fender i put on was used and had a dent in the front... so it could be bent(fender) i am going to try my new one this friday.....should be good....
Stupid question, but do you have the spacers on the correct side? There is a difference in width, which could throw the wheel off just enough to rub.
ya they are...thing is i have a used old fender with a dent on the front...and the new tire has a white wall, the old did not... but i am going to try the new fender...see how that is...
