Default wheel rubbing on fender

Hi I have a 1984 FLHTC and the bike did not have a front fender when I got the bike (it was a fixer-up) but I got some fenders and put on a new wheel and tire. Well the tire is rubbing on the whitewall of the tire...now the tire that was on it did not have a whitewall.....or do the fenders change a lot? (size) it is a tight fit.

Is it rubbing on the left or right, does it have disc rotor covers, and is the speedometer drive pinion still on the bike?

Right size tire? Original would be 130/90-16 or MT90-16.

I run MT-90-16's. What I have found is that all tire companies are not the same width. Avon and Maxxis are wider than Dunlop even though the size is the same stamped on the side of the tire.

If it's rubbing onyly on one spot and not the whole way around then it's probably a bent wheel or the tire isn't seated correctly or broken cords. That is if everything else is as it should be.
