I know where you're coming from...
Its not just HD stuff though, I had a Goldwing that had started to blister on the engine casings and rear trims.
The chrome and paint on my '90 Electraglide is holding up well apart from the Tourpak mount and the fender tips.
My wife has a 2000 Sportster 883 and the chrome is $hite, the casings, fork legs and rocker tops all need re-chroming, the aftermarket rack, sissybar and engine guards are great.
I don't know about the States, but we have considerable consumer protection across here, if its not "fit for purpose" the retailer must sort it or face prosecution.
