I have tried the shocks . Not much help at all. I tried lowering brackets and had trouble with clearance on hard bags. Need you help again for the best method. All info appreciated. Also best way to do the front also.

I installed the Burly lowering blocks on Bertha. They are simple and go on the end of the swingarm to relocate the bottom end of the shocks to the rear and lower the rear end about 1 1/2". Easy 30-minute install.
Don't know about the forks. There are several lowering kits available with different springs, including one "drop-in" kit that supposedly installs in 30 minutes. Can't remember the manufacturers but a quick google search on something like "Harley fork lowering" will lead you to them
EDIT: I didn't have to do anything to my bags with the Burly lowering blocks... no rubbing on the bags or anything.

Just had a White Bros lowering kit installed on my 1990 Ultra. Had to space out the bags as well. It helped, but didn't bring it down as much as I would have hoped,
