Can I relocate the oil filter on a 1989 FLHS from the bottom to the top or the front

Sure. Put it wherever you want, just run the hoses and don't hook it up backwards. Personally, I like it down there where I don't have to look at it.

yup. im gona move mine too. It's a bit of a bitch to get it un mounted but the filter receiver is just bolted in place. Your gona need a few feet of oil line. I think it's 5/16ths neoprene.

As the others have said it can be moved where it takes your fancy! The filter housing is held in place with a single bolt. Frankly I've managed with mine where it is for the last 20 years so reckon I'll leave it there! Anywhere else and you risk getting oil in messy places. One of the problems of the later front-mounted filters is getting oil on the front engine rubber mount, which can shorten its life apparently.
