If red locktite isn't holding them in, then you have oil on the threads before assembly. Clean the threads off really well before locktiting them in. The other thing is that breather bolts usually go in pretty tight to begin with. With the stock bolts and with aftermarket breathers, I've never had to locktite them in. Usually I cannot even turn them all the way in by hand and need to use a socket/wrench when the bolt is about halfway in. Sounds like the threads on the breathers you bought are a little loose.
Get the bolts clean and tighten it down.....not too tight as they are hollow bolts.
I do recall around 1999 or 2000, a small batch of the breather bolts part of the Screaming Eagle kits were not machined to specs. The heads of the bolts were slightly larger than 3/4 and something was different with the threads as well. These bolts only applied to the EVO and not the Twin Cam.
I had the same problem with my Low Rider and this is how I figured it out.
there is a LOT of teflon tape on em and they are not to be bolted down...only hand tightened. THere isnt a place to tighten with wrench. But either way they wont bolt down and stay down.

Red Locktite is pretty serious stuff when applied properly. Spray some carb cleaner on corner of shop towel and thread into hole cleaning it, wait to dry and apply locktite and wait for locktite to dry as per directions. Are the vents bottoming out? Maybe heat up the engine first as well. Hope this helps.

Yes the HD bolts hold with no issues and I spoke with the company today and they are taking the old ones back and will resolve this matter quickly. Thankfully they are taking back the breathers. I told them that my HD bolts hold up and others have a issue with these sifton breathers. I even told them that it could just be their bolts are made wrong with thread pitch. So will see what happens later in the week when they replace them for me. NO more riding this week
