Default 2009 newer shocks on a 1998?

I am guessing that a set of 2009 up shocks will fit on my 1998 RG. My question is whether the existing air lines will fit the shocks, or if these need to be replaced?

They should fit straight on. I think you'll find the pipe routing is different on recent bikes to yours (the valve is behind the left saddlebag for some reason), but that should be easy for an Evo owner to sort out!

May or may not fit. Are the mounting studs the same diameter? Are they the same length? There have been a lot of changes to the touring frames between 1998 and 2009. Things like shock mountings get changed but aren't usually noticed among the bigger things. Start with Progressive or someone else with a database of models they sell air shocks for and see if the same models are compatible. If they aren't, the fix can become prohibitive.
