I wondered why Harley didn't add access holes in the frame. I figured that they thought that it would weaken the integrity of the frame.

It doesn't weaken the frame a lick, lot's of HD frames were built with the holes already in them. I think they stopped drilling them for cost reasons.

My 99 Softail manual says the frame has the access holes in it. I haven't looked to see if they are there though.

My 86 FLHT frame has no holes in it. You can use a cut off hex key and a combination wrench as well. The manual, which the OP should have and should have read prior to starting this thread, says to unbolt the front motor mount and lower the motor down. I've done that too, but behind the motel, I used a cut down allen key.
