I had a similar problem in my 86 flht. It was a bad ground under the naccelle
Had the same problem with the ground under the fairing on my 1990. Motor cranked but that was it, no spark or lights. Mine was on the the left side of the steering neck.
I did some research on the 1995 FLHTP - and it turns out that there was a RECALL many years ago for guess what... the IGNITION SWITCH!
Don't know if Bertha's was ever replaced under that ancient recall or not... but now you have a new one and should be good to GO for a long time!

just found that recall info myself, after she left me sitting on the side of the road. already got appt to let them handle it. it also replaces the main breaker and goes to a low amp switch with a relay instead of your entire battery power running thru that switch
